2024 Paul H. Douglas Memorial Award Winner

Dr. Indra Frank

In 2024, Dr. Indra Frank retired from the Hoosier Environmental Council after a long career of dedication to the protection of the environment and water quality throughout the State of Indiana. Her tireless work on coal ash and state wetland protections has had a particular impact in Northwest Indiana and safeguarded Lake Michigan from serious threats of toxic coal ash pollution and improved wetland protections and water quality in the Lake Michigan watershed.

These efforts have had a direct benefit on the health of the Indiana Dunes and Lake Michigan and the people who live, work and recreate and why she has been enthusiastically nominated for the 2024 Paul H. Douglas Award.

Dr. Frank made a career shift in 2004 and joined Hoosier Environmental Council after working in public health for organizations like Improving Kids’ Environment and as faculty for the School of Public Health at Indiana University. Prior to this, Dr. Frank held several pathology roles across the country. She holds her Master’s in Public and Environmental Health from Indiana University and an MD from Johns Hopkins University School of Medicine.

Dr. Frank has been involved with the Hoosier Environmental Council since 2007 having served on their Board of Directors, as a volunteer, and eventually joining as their Director of Environmental Health and Water Policy in 2014. During her time at Hoosier Environmental Council, she was instrumental in expanding their environmental health program and was a well- known face at the Indiana Statehouse. Her passion for water and environmental health could be felt near and far as she built coalitions to advance important water policies.

In the announcement for Dr. Frank’s retirement, Hoosier Environmental Council said, “She has spent 20 years working in these crucial program areas, including nearly 10 as HEC staff, and 6 years as a board director… We are sad to see her go but wish her the very best on her well- deserved retirement. Thank you, Indra, for all you’ve done and for your dedication to our Hoosier environment and making Indiana a better place to live!”

Dr. Frank continues to work for Hoosier Environmental Council on a part-time remote basis on coal ash issues as she enjoys her partial retirement to the west coast. We wish her the best in her retirement and hope she enjoys the sandy shores and ocean waters of California with her family.
